Thanks! I'm surprised how little is out there about it. It was really a great movie. I'm more curious now about the role of the "eccentric" mother, since I can't remember that part of the story at all

Regarding Konrad:
I've admittedly never seen this film, but it appears to be based on a book of the same name by Christine Nöstlinger, which I remember reading (and loving) as a child. This would be it:

Konrad; oder, Das Kind aus der Konservenbüchse, Oetinger (Hamburg, Germany), 1975 translated as Conrad: The Factory-made Boy, illustrated by Frantz Wittkamp, Andersen Press (London, England), 1976, published as Konrad, illustrated by Carol Nicklaus, F. Watts (New York, NY), 1977, published as Conrad, illustrated by Frantz Wittkamp, Trafalgar Square, 1999.
